What is an ECoW—and Why Do You Need One?
An Ecological Clerk of Works provides on-site ecological supervision and advice during construction or enabling works. Their role is to:
- Ensure planning conditions and mitigation measures are implemented properly
- Advise contractors on ecological best practices and legal requirements
- Conduct pre-clearance checks—for nesting birds, amphibians, badgers, bats, and reptiles
- Maintain records and provide evidence for planning authorities or NRW
ECoWs are increasingly expected not just on major infrastructure, but also on housing developments, civil works, and estate-scale land management projects.
Typical Scenarios Where an ECoW is Required
Situations that typically require ECoW support include:
- Vegetation clearance during the bird nesting season (March to August)
- Works near badger setts, watercourses, or known bat roosts
- Delivery of LEMPs, Biodiversity Net Gain (BNG) strategies, or EPS licence commitments
- Installation of species fencing or other mitigation infrastructure
In all these cases, a report alone isn’t enough—you need a qualified ecologist present on site.
What LPAs and NRW Expect
Local planning authorities increasingly condition ECoW supervision to:
- Confirm protected species measures have been properly implemented
- Monitor impacts during site clearance and groundwork
- Submit post-construction compliance reports to discharge conditions
Natural Resources Wales (NRW) may also require a named ECoW for EPS licences—particularly for bats, dormice, or great crested newts.

When to Appoint an ECoW
Ideally, before any of the following activities:
- Ground clearance or enabling works
- Vegetation removal or tree felling
- Installation of fencing, utilities, or drainage infrastructure
- Any phase linked to ecological mitigation or LEMP delivery
