How to Prepare for Biodiversity Net Gain Requirements in 2024

Mandatory Biodiversity Net Gain (BNG) requirements are due to come into force in England in early 2024. But here in North Wales, the implications are already being felt.

Even if your project is outside the formal English BNG mandate, local planning authorities in Wales are now requesting BNG-style outcomes through planning conditions, pre-app discussions, and design reviews—particularly on greenfield or ecologically sensitive sites.

Why Prepare Now?

BNG expectations are rising fast. We’re seeing this across planning teams, funders, and infrastructure clients. Delays in addressing it can result in:

  • Reduced flexibility in layout or site design once mitigation becomes reactive
  • Higher delivery costs due to rushed or retrofitted ecological measures
  • Missed funding or framework opportunities where BNG metrics are already required

In short, getting ahead now can prevent redesigns, planning delays, and additional scrutiny in 2024.

Steps to Take in Autumn 2023

For project leads, planning consultants, and developers, we recommend the following:

  • Commission a Preliminary Ecological Assessment (PEA) that includes habitat baseline mapping using UKHab or DEFRA-compatible metrics
  • Identify on-site enhancement opportunities—such as native planting, wetland features, or habitat connectivity improvements
  • Consider whether off-site contributions or partnerships with landowners may be necessary
  • Update project risk registers—BNG is no longer considered optional by most LPAs

How Eco-Scope Supports BNG Preparation

We support projects across North Wales at every stage of the planning process, providing:

  • Habitat classification and condition scoring
  • Enhancement mapping for architects, planners, and design teams
  • Net gain strategy development, aligned with policy and emerging practice
  • Coordinated dialogue with LPAs and Natural Resources Wales to agree practical, proportionate approaches

Our aim is to integrate BNG into your project without unnecessary complexity—supporting both ecological outcomes and programme certainty.

Bottom Line

BNG is already influencing planning policy in Wales, even without a formal mandate. By preparing now, your project can avoid costly delays and move more confidently through the planning process in 2024.
